Retired cadres are the precious wealth of the Party and the country,also are important forces in promoting the great cause of socialism with Chinese characteristics in the new era.The work of veteran cadres plays a special role in the work of our Party.It bears the important task of the Party Central Committee to care for the majority of veteran comrades.In recent years,C City has done a good job in the management of retired cadres and achieved certain results.At the same time,there are also some problems and deficiencies.Studying and solving these problems is of great significance to promote the development of the management of retired cadres in C city.This paper studies the management of retired cadres in the case of C Municipal Bureau of Retired Cadres.Based on the new public service theory,service-oriented government theory,Maslow’s demand hierarchy theory,and relevant theories on the protection of the rights and interests of the elderly,it combs the relevant domestic and foreign literature,defines the concepts of retired cadres,retired cadre management,and so on,from the party building management,role play leading management,service management,Information construction management introduces the current situation of retired cadres management in C city from four aspects.In recent years,the management effect of retired cadres of the C Municipal Bureau of Retired Cadres has been reflected in the following aspects:Adopt the "collective registration" approach to promote the party building of community retired cadres,form an activity alliance to play a role for veteran cadres,integrate resources,carry out universal visits to care for retired cadres,use the Internet to carry out the "cloud engagement" model,and continuously win the provincial advanced collective for veteran cadres work by C Municipal Bureau of Retired Cadres.The main problems existing in the management of retired cadres in C city are analyzed as follows:The organizational strength of the Party organization for retired cadres is weak,the advantageous role of retired cadres is not fully played,service management cannot fully meet the needs of retired cadres,and the information-based management method leads to the alienation of relations between veteran cadres and workers,and the relatively weak working team of veteran cadres.The reasons for the existing problems are demonstrated as follows:the party building of retired cadres has not fully integrated into the general pattern of party building at the grass-roots level,the construction of the platform for playing the role of retired cadres is not perfect,the needs of retired cadres are diversified,the use of information means in the management of retired cadres is single,and the flow of the working team of retired cadres is slow.Finally,according to the problems and reasons,the optimization strategies are proposed,mainly including:Promote the deeper integration of retired cadres’ party building into the general pattern of grassroots party building,build a good position for retired cadres to play their roles,enhance their service awareness,deeply serve the management of retired cadres with information technology,and optimize the main team of retired cadres’ management work.
