The Antarctic MPA

Antarctic region was found since the 18th century,because of its vast land,rich in natural resources,abundant scientific research value,and its unique political,diplomatic,legal,economic and military significance,all of these make Antarctic region become the focus of international attention.Global climate change,biodiversity loss and the special geographical position of Antarctic,make the construction of the marine protected areas(MPAs)attend the widespread attention of the society.But the establishment of MPAs at the Antarctic is not only a new environmental protection issues,but also the forefront of international maritime law practice.As to the pass of the Ross Sea proposal,the MPAs have made the breakthrough progress.In spite of this,the various countries' in the Antarctic MPAs research is still at groping stage,there are also some countries and international organizations have doubts about the substantial meaning of the Ross Sea MPAs,most experts and scholars are remained neutral in this problem.With the progress of the science and technology,people will have in-depth study from the scientific research,law and so on in the Antarctic MPAs;we are looking forward to have advanced system of Antarctic MPAs,which can get remarkable achievements in the field of protection of marine ecological environment.We will have further discussion from three parts on the establishment of the Antarctic MPAs.The first part is about the overview of MPAs,and will select two representatives of countries like Australia,the United States,from the present situation of MPAs,legal system,management system and will have simple evaluation in Australia's Great Barrier Reef MPAs and the establishment of the American MPAs.Start with the establishment of specific national,which leads to the discourse to establish MPAs at the Antarctic.The second part of the establishment of the Antarctic MPAs is the top priority of this article,and will discuss around the Antarctic MPAs.Antarctic has special geographical and natural resources,but with the intensification of human activities,lead to the pollution of Antarctic,so countries have to carry out the Antarctic scientific research,in order to protect the diversity of biological resources.Secondly,the article will explain the establishment of the Antarctic Marine protected areas,discusses the Ross Sea MPAs.This part discusses the status the Ross Sea MPAs,the established history of MPAs,legal basis,the establishment of CCAMLR.The article will discuss the application and conflict between the general international law and the Antarctic treaty system,the author will express his ideas and viewpoints.Combined with domestic and foreign experts and scholars' opinion with the author opinion to make analysis about the outlook for the Ross Sea MPAs,point out that the problems of the legal system,the set deadlines and to discuss the meaning of the Ross Sea MPAs,finally a summary on the establishment of the Ross Sea MPAs.The third part,from the MPAs' legislation practice under the national jurisdiction,to establish in countries outside the jurisdiction of the Ross Sea MPAs,finally enlighten our country on the establishment of the Antarctic MPAs.First of all,to declare the Antarctic research situation of China,in order to strengthen China's involvement with the Antarctic MPAs,also needs to attach great importance to the scientific research activities and improve inspection ability,not only should take an active part in the Antarctic MPAs of the Legal System construction,but also want to enact Antarctic law system in accordance with domestic conditions.Antarctic affairs development cannot leave the effective cooperation between the international.In domestic also need government perform their duties.As a citizen,we should develop Marine conservation awareness.Finally,China as a marine big country that the establishment of the Antarctic MPAs will be the foundation for China.The building of the Ross Sea MPAs makes the milestone significance,it marks the Antarctic MPAs have steady progress.China should participate in the Antarctic affairs,maintain Marine interests in developing countries,we should make unremitting efforts in building Marine powers.
