Research On Schengen Visa System To China

Visa is a license issued by a sovereign authority in accordance with domestic legal regulations for the entry,adoption and departure of foreigners.Influenced by policy,economy,society,diplomacy and other factors,the visa system is also considered as a barometer of one country' s domestic and foreign affairs.It has been nearly 30 years since the signing of Schengen Agreement in 1985.The Agreement was initially created to eliminate the boundary restrictions among member states in order to achieve the free flow of people,capital,goods and services.With the increasing number of member states,the Schengen area has also been expanding.And the Schengen member countries have also implemented a unified visa system.Throughout the history of Schengen's visa system in China,in addition to showing the distinctive characteristics of China-EU relations in various fields,its development process is closely linked with the process of European social integration.The number of the member states has developed from the original five state parties to twenty-six countries.Meanwhile,the area has expanded to cover the Nordic,Western Europe and even the most part of the former socialist camp in Eastern Europe.And the cooperation mechanism of the member states of Schengen also develops with the continuous expansion of the Schengen area.The thesis takes the Schengen visa system of to China as a cut-in point to analyse the trend of integration of the visa system which not only has greatly facilitated the interaction between the European community and the other countries,but also on the profound impact of China-EU relations.It is noteworthy that,with the addition of distinguished types of member states,owing to the more flexible auxiliary mechanism,the highly integrated Schengen visa system can be developed so far.As a part of the Schengen visa system,the auxiliary mechanism meets the different demands of distinguished member states with different national conditions.Hence the tangible interests of all member countries can be guaranteed and the visa system can be smoothly carried out.These auxiliary mechanisms,especially the principle of demand quota based on the more mi cro-level,moreover,affect the exchange of distinguished Schengen countries in various fields with China.Facing the visa system regarded as a window of communication between China and Europe,China keeps pace with the times,gradually opening to the outside world,broadly and rationally applying the visa "reciprocity principle" to promote the further opening of the EU-China communication gate.Meanwhile,it' s referential for China to find the constructive operation and management mechanism from the Schengen visa system.
