Research On Visa Cooperation From The Perspective Of Globalization

The phenomenon of international migration has been around for a long time.In the era of globalization,the transnational population movement has become an objective demand for the development of global economy and shown a trend of scale and complexity,thus forming contradictions to the subjective vision of sovereign states managing borders to control population movement.Therefore,due to domestic factors such as maintaining national security and promoting economic development,as well as international factors such as the anarchy of the international community,sovereign states,as "rational economic persons" seeking to maximize individual interests,mostly tighten or relax visa policies only from the needs of their own interests so that the global visa policies present a coexistence of cooperation and conflict.However,as a global issue,international migration requires global governance and international cooperation by the international community.As an access control measure for the transnational population movement,cooperation in the field of visa has become a feasible way to regulate international migration movement and build a global governance mechanism for international migration.However,the necessity of visa cooperation does not mean that it can become a reality automatically.On the contrary,due to the differences between individual rationality and collective rationality,coupled with the national sovereignty of visa and the influences of many factors such as the international relations,the current understanding of visa cooperation is still vague: Is it feasible to cooperate in the field of visa? What's the point? How to achieve it? How should China deal with it? Taking this as a guide,to clarify the connotation and manifestation of visa cooperation,realize the safe,orderly and normal flow of international migrants through visa cooperation,realize its political,economic and cultural multi-dimensional values,curb the derivation of its potential threats,and explore the feasible path for its improvement has become an urgent research topic.Therefore,this paper firstly takes the concept of visa cooperation as the entry point,and selects the theory of national sovereignty,the theory of sovereignty transfer and international cooperation and the concept of community of human destiny as the theoretical framework to analyze visa cooperation.Secondly,the current global,trans-regional and regional(inter-state)visa cooperation mechanism are sorted out and summarized.Through the comprehensive analysis of theory and practice,the values and potential threats,as well as the existing problems and development trend of current visa cooperation,are discussed.On this basis,this paper analyzes the necessity of visa cooperation,and explores the feasible path to improve visa cooperation from the rational perspective of limited transfer of sovereignty,interests issues,establishment of cooperation concept,construction of cooperation mechanism and extension of practical basis.Finally,focusing on China and starting from the history and present situation of Chinese visa cooperation,this paper analyzes the problems and deficiencies and combines with the current migration and entry and exit management reform in China to look forward to our way of dealing with visa cooperation and build a community with a shared future for mankindfrom directions such as strengthening the government's leadership,paying attention to national security,improving legal systems,integrating management systems,strengthening information technology,expanding cooperation mechanism and improving international discourse power.
