By study of present situation of the System,problems and analyzed reasons, puts forward countermeasures of improvement.This paper will propose relevant departments of Panjin city to make improvement plan of Government Legal Adviser System of Panjin city,and modify the Government Legal Adviser System work rules of Panjincity as the breakthrough point, from two aspects to perfect Panjin Government Legal Adviser System.One is to perfect several organization system. By setting up the Government Legal Adviser Office, equipped with full-time legal professional management cadre and providing sufficient funds, to provide powerful organization guarantee for Government Legal Adviser System playing the important role for the government.
