Study On The Development Of Foreign Chamber Of Commerce In Xinjiang From The Perspective Of Local Governance

In the process of promoting reform in governance by countries around the world,local governance is gradually becoming a new perspective of public management under discussion.Local governance is a public service performed by a network system through governments,enterprises and social organizations,rather than one solely replying on government as before.As a special form of social organizations,foreign chamber of commerce came into being in the middle of 1990 s.The emergence of foreign chamber of commerce has not only catered for the desires of local governments for developing economy and enlarging markets,but also met enterprises' demand of interests.It is developing into an important local governance force by its unique mode of participating in governance,hence its participation in local governance a new subject in public management.The forming of foreign chamber of commerce in Xinjiang,is an evitable result when private sectors in other Chinese provinces grow to some certain extent.It comes into being a bridge and bond for Xinjiang to attract investments from other provinces and to enforce cooperation and exchanges with developed provinces and regions in all respects.Under the new normal,Xinjiang is facing downward economic pressure and still severe stability situation as well as other challenges.As a core region in implementing the Belt and Road initiative,Xinjiang is not only in need of governmental promoting and market operating,but also in need of proactive participation of various social forces in development,in a bid to make true the coordinated governing by the government and the society.And it is the sound influences coming from foreign chamber of commerce in the courses of politics,economy,society and culture,what Xinjiang needs in keeping economy growing and transforming governmental functions.From the perspective of local governance,based on A Chamber of Commerce in Xinjiang and in the method combining theories and practices,the present paper makes clear the compatibility of foreign chamber of commerce with local governance,overviews the history of the chamber of commerce of the country in general as well as of Xinjiang in specific,and highlights the practices of Chamber of Commerce A in Xinjiang participating in local governance.On the basis of detailed analysis into the problems of A Chamber of Commerce in Xinjiang in its development,causes are found.Finally,the paper presents policies and suggestions for developing foreign chamber of commerce in Xinjiang.
