The Research On Grassroots Chamber Of Commerce’s Participation In The Local Governance

As one of the main bodies participating in local governance,the chamber of commerce plays an important and unique role under the background that China proposes to innovate the social governance system and build a multi-body co-governance and Shared social governance pattern.How to promote the effective participation of Chambers of commerce in local governance has become an important content of theoretical research and the practical need of social governance system reform.This paper first defines the "grassroots Chamber of commerce" and the core concept of "local governance",and then analyze the relationship between enterprises,chambers of commerce and government bases it on the theory of "third sector",symbiosis,game.It also summarizes the ways and means for the grass-roots chambers to participate in local governance: Direct Participation(providing public services,participating in public welfare charity,strengthening self-discipline in industry,mediating disputes)and Indirect participation(participation in political consultation,promoting exchanges between government and enterprises,promoting investment and talent recruitment,and safeguarding legal rights and interests).Then the author through questionnaires,interviews and other methods to Jinyun county association of industry and commerce organization basic situation,operation mode,participation in local governance,etc..The Chamber of Commerce affiliated to the Jinyun County Federation of Industry and Commerce has played a certain role in assisting in participating in local governance and solving social problems.However,there are still problems such as low awareness of autonomous participation,low willingness to participate,limited strength of the Chamber of Commerce,insufficient ability to participate in governance,limited effective ways for the Chamber of Commerce to participate in local governance,insufficient external environmental conditions,and limited trust.The main reasons are that Jinyun Chamber of Commerce is not strong in terms of membership quality,its nature is ambiguous,its source of funding is single,its professional talents are strained,and its government support is not strong.Finally,the paper puts forward the countermeasures to promote the effective participation of grassroots chambers of commerce in local governance.The Chamber of commerce level should find the position of the quasi-chamber of commerce,perfect the corresponding management and working mechanism;Giving full play to the leading role of the Party organization to improve the awareness of member participation;Actively develop the members of the Chamber of Commerce and pay attention to the improvement of the quality of members;Strengthening the talents of the president,Secretary general,and staff;Enhance the hematopoietic function of the Chamber of Commerce and expand the source of funds;Strengthen publicity,enhance the cohesion of members,expand the popularity of the Chamber of Commerce.The government should attach importance to the role of the chamber of commerce,stimulate the enthusiasm of the chamber of commerce to participate in governance;Strengthen education and guidance,standardize participation behavior and enhance participation ability;Give full play to main body advantage,introduce assessment mechanism,establish reward and punishment measure;We will accelerate the transfer of government functions and encourage Chambers of commerce to take up these responsibilities.The two sides should cooperate with each other,divide the work reasonably and build a harmonious society together.
