In twenty-first Century, the world has entered the information age, the amount of information of the whole society present an explosive growth trend, will double every two years. A variety of complex information to promote the communication and contact between people, convenience of people's production and life. Government information as an important part of the total amount of information in the whole society, not only can promote public understanding of the government, but also can play an important role in promoting economic development and social progress, has a very important value. At present, the government information disclosure has become the mainstream of the world. But because of the historical tradition and the administrative system and other factors, China's long-term protection of citizens' right to know is not high, the government information disclosure work started late. After China joined the World Trade Organization(WTO) in 2001, due to the WTO's transparency principle, the government's attention to the information disclosure gradually increased. May 1, 2008 formally implemented the "People's Republic of China government information disclosure regulations" for the Chinese government information disclosure work has laid a legal basis, and has entered a new stage of development.The core problem of the government information disclosure is how to find a balance point between the public and confidential information, illegal and improper disclosure will lead to damage the rights and interests of citizens and legal persons, even to pose a threat to national security and political stability. Therefore, the security review has become the government information in the public legal link. In this paper, through the research of security review of Chaoyang Shuangta government information disclosure, compared the experience and practice with other regions, and refer to the research results of this field at home and abroad. Combination with the interview of leaders and staff of relevant departments, sort out the problems and shortcomings, can also reflect some common problems of security review of government information disclosure in our country local government. From the point of view of solving practical problems, proposed countermeasures, can also provide reference for local government and scholars engaged in this field of research.The author thinks, should draw lessons from the western countries, establish the principle of security review with "to open to the principle of confidentiality as an exception". Improve the confidentiality of the security review, improve the security review body building, detailed review process, improve the internal and external oversight mechanisms for security review, establish relief approach of the review results. Clear the range of government information exemption to disclosure, limit the discretion of the security review department, establish joint meeting institution of the security review to balance sensitive information, and use the method of information segmentation to protect the information with not suitable for disclosure, at the same time, to achieve maximum disclosure of government information.
