Exploring Public Value Generation Path Of Public Expenditure Programs Of Local Government

The Third Plenary Session of the 18 th CPC Central Committee has put forward the proposal of "promoting modernization of China's governance system and governance capacity".The general purpose of deepening its all-round reform is to advance modernization of national governance system and governance capability.Instructions given by the Party Central Committee on this major notion are of great guiding significance to theoretical studies of public administration and to deepening reform of government management in China.In this macro environment,public expenditure programs have displayed an influential guiding role in consequence of their significant connection between public sectors and external environment.Local government is a crucial subject to undertake and implement public expenditure programs while public expenditure programs have been suggesting a result-oriented,cost-effective tool behavior.Public expenditure programs must explore a better guiding mechanism to achieve optimal integration of social resources configuration and enhance government credibility.On this purpose,based on the case of MCH institutions in Gansu Province and the methodology of quantitative research,this paper has researched how public value is generated in public expenditure projects from the perspective of project performance appraisals,and proposed that perceived value is micro-performance of public value and assessment of satisfaction is perceived value's presentation.Through assessment of MCH institutions' construction programs in Gansu Province,public value generated by construction programs has been analyzed.Thus it can conclude logical principles and approaches of generating public expenditure projects' public value.This paper presents a feasible route for exploring public expenditure programs' public value.On this basis,this paper comes up with countermeasures on processes before public expenditure projects,among and after it.It aims to reinforce the crucial role of public expenditure projects' public value and achieve fusion of public value and public expenditure projects,which also lays a foundation for further research of public expenditure projects.
