Analysis And Improvement On The Environmental Legislation And Administrative Law Enforcement In Scope Of Inspection And Quanrantine Mode In Gansu Province

This paper summarized the basic behavior theory of certification and the rules of certification and enforcement,and analyzed the practical problems of certification industry,and pointed out the necessity of government regulation.As the third-party evaluation system,the main body of the conformity assessment activities,with the expansion of the certification market and more problems arising,the government's regulatory function was also became more and more important.In recent years,with the globalization of trade in the northwest region,and competition among the multinational companies in the northwest market became more and more intense,certification's function as a tool for "Transferring trust,service for development" on the Northwest regional economic development became more and more important.Based on the actual cases of Gansu Entry-Exit inspection and quarantine bureau(GANSUCIQ),this paper analyzed the cases and real data of GANSU CIQ and its branches based on the case of certification administrative law enforcement in recent years.The paper put forward the governable problems and countermeasures of GANSU CIQ,By drawing on domestic and foreign advanced law enforcement experience,and the results of verification achieved by GANSU CIQ via changing the inspection mode in recent years,and finally Proposed the existence problems and the countermeasure for GANSU CIQ,and constructed promotion and the improvement pattern for authentication administrative law enforcement in the Gansu province.
