The Problems And Countermeasures Research On The Government Perfomance Evaluation In Dongtai City,Jiangsu Province

Government performance evaluation is critical in the area of public management and government reform.In more than 20 years of practice,Dongtai city government performance evaluation has achieved certain results,but also exposed a series of problems.As the research object in this paper,it is of great significance for the current and future performance evaluation of Dongtai city government to study the problems.The paper completed four aspects of research.First,the basic theory of government performance evaluation is studied.After the definition of performance,government performance and government performance evaluation which used in this paper is set,views on the related theory and main methods of government performance evaluation are put forward.Secondly,the development of Dongtai city government performance evaluation since 1992 is studied,the achievements summarized,main problems found out,and the causes of the problems are analyzed.Thirdly,it studies the government performance evaluation of the United States and British counties,as well as Siming District in Xiamen,Gansu Province,and Haimen in Jiangsu Province,and summarizes the characteristics of government performance evaluation at home and abroad.Three points of inspiration to Dongtai city government performance evaluation are worked out.Fourthly,on the basis of theoretical basis,realistic basis and comprehensive analysis,this paper puts forward four countermeasures,that is speeding up the network of government performance evaluation,promotion of diversification of the subject of performance evaluation,completion of the construction of the evaluation index system and improvement of the systematization of government performance evaluation,to promote Dongtai city government performance evaluation work to play a better role.Three common research methods are used in this paper.The use of literature research method is to collect and integrate related materials.The use of field study method is to analyze the situation and achievements.The use of comparative research method is to learn experience,to innovate methods,and to find strategies with new thinking.
