In recent years, as an important means of performance management of public security organs, performance appraisal are widely used in the public security organs in China, which has become an important means of management at all levels of public security team. However, how to evaluate the performance of public security organs, organizations and departments, who makes the evaluation, evaluation of what, how to ensure the application of evaluation results of objective scientific, accurate, is to promote the important link of the public security organ organization performance, but also in this paper to study the tasks and objectives.In this paper, the public security organ organization performance evaluation of Zaozhuang city as the research object, analyzes the existing problems and reasons. Learn from the experience of foreign police and enterprise performance evaluation, using the theory of performance prism of stakeholder theory and the balanced scorecard, performance evaluation and assessment content with main focus on construction of the public security organ, the performance appraisal system in Zaozhuang city.Firstly, defines the connotation, organization performance evaluation theory and contents and methods, combining performance management theory, the public choice theory, entrust theory of interaction theory and organizational conflict agent, the public security organ organization performance by organizational characteristics, organizational behavior, organizational productivity and organizational results in four parts. Secondly, analyzes the existing performance evaluation system of Zaozhuang city public security organization of the problem is:the performance appraisal of understanding existence deviation, evaluation system of strategic leadership is not strong, the evaluation results of poor stability, existence bull evaluation, evaluation of single action. Third, there is from two aspects to find organization performance evaluation of external factors and internal factors of the problem, design index of correlation is poor and inadequate coverage, index weight distribution, not according to different mechanical balance evaluation index, design procedure is not scientific is the main reason. Fourth, learn from foreign police lever management, the Balanced Scorecard theory and Performance Prism theory, to decompose the strategic target of police organization performance, analysis of the stakeholders. Fifth, the Zaozhuang city public security organs organization performance evaluation system design principles and foundations. A pointed out that evaluation should follow the comprehensive, correlation, verifiable, operation, open and fair principle, two is the design of the main evaluation and evaluation methods, through the target completion rate, ranking contribution and comparative performance scores compare the performance of different departments. Sixth steps forward, design of performance appraisal system of police organization in Zaozhuang City, one is through the clear strategic target, the two is based on the target logical relation of rendering performance map, three is to set up the competitive relationship between sequence and evaluation, four is based on the content setting evaluation weight. Finally, points out the design should pay attention to the problem, namely the reasonable design of performance indicator, evaluation should be open and fair, should fully ensure that the lower organizations to participate in the evaluation, the evaluation results to improve performance.
