Study On The Dilemma And Countermeasures Of The Public Facilities Construction From The Perspective Of Deliberative Democracy

Along with the acceleration of urbanization process in China,the level of public facilities is going upward,many public facilities,which are necessary for city operation,are confronted with Not In My Backyard(hereinafter referred to as NIMBY)conflicts,in one way or another.As one kind of public facilities,power grid facilities are now facing a NIMBY dilemma.This article is exploring a possible method to turn binary contradiction to binary cooperation,with the effort of analyzing earlier researches,both home and abroad,which have studied the causes and solutions of NIMBY,mainly from the perspective of eco-justice,public-participation and benefit-compensation.And NIMBY in China is a foreign concept,although the domestic research started late,we have achieved some success as well.On the reason analysis and governance path of NIMBY,most of domestic scholars take public participation,negotiate democracy and benefit compensation as research perspectives.On this basis,this paper takes Dongguan power grid as a case,systematically analyzes the implementation effect and existing problems of the "12th Five-Year Plan",and teases out the dilemma that the power grid facilities construction is facing with from the four levels of city,town,community and public by citing the framework of NIMBY.On the basis of theoretical analysis and empirical research,this thesistakes publicparticipation and deliberative democracy as analysis frame anddissects the reasonsfor the dilemmaof power grid construction,that is,the conflict of interestsamong multiple stakeholders,the lack of transparency and publicparticipation in the decision-making process,the enhancement of citizen's interests appeal and rights consciousness.If counting the dilemma of power grid construction as a dependent variable,actually,the four reasons areintermediate variables,and appeals among multiple stakeholders under Chinese society with pluralistic culture are independent variables.Therefore,in order to settle the predicament of power grid construction,fundamentally studying how to solve the appeals among multiple stakeholders in a pluralistic world is needed.Nowadays,researches on how to handle the contradictions between the pluralistic social pattern and traditional government-led model have become challengesin front of all levels of government and the management institutions of public facilities.In view of current contradictions of social governance,in fact,the latest march of public governance theory has provided a realistic choice for dealing with challenges,namely,public participation and deliberative democracy.Attempting to integrate with the deployment of deliberative democracy after 18 th National Congress,this paper introduces the theory of public participation and deliberative democracy,and puts forward feasible ways to solve the dilemma of power grid construction: constructingpower grid planning and urban planning consultation mechanism,establishing deliberative democracy system for power grid planning and construction,improving benefit compensation policy and institutional constraint mechanism.By means of governance model of “one system,one policy,two mechanisms”,we can systematically resolve the problem of NIMBY during the planning and construction of power grid,consequently striving toachieve the maximization of public interests.
