Governance Research On NIMBY Group Incidents

Abstract:In modern society, people tend to face various risks. With the development of technology and urbanization, the demands for public service facilities increase, such as multifarious refuse processing plants, sewage disposal plants, energy supply system in crematoria, power substation, etc.. These facilities bring common convenience to people, but at the same time it brings negative effects on surrounding neighborhood and local people. As these negative effects were accumulated to a certain extent, people who take the burden would have the motivation to fight against the NIMBY facilities through organizing activities which is called NIMBY incidents. It has theoretical as well as practical significance for the sustainable development of a harmonious society if we study the physics of NIMBY, probe into the underlying causes of NIMBY group incidents, and present countermeasures on prevention and response.On the foundation of collecting and summarizing the previous studies on this phenomenon at home and abroad, this paper from the perspective of public policy, employs the methods of literature research,survey study and positive case analysis to define the concept of NIMBY, NIMBY Syndrome as well as NIMBY Group incidents, etc. Meanwhile, it has analyzed the main types and development histories of NIMBY Group incidents. I thoroughly analyzed in this paper the development histories and causes of the molybdenum copper event in Shifang, Sichuan and the transformer substation incident in Dexin North Sea Park, Hangzhou, which contributed to the summary of the main causes of the incident:mainly due to the negative externality of NIMBY, the strengthening of the consciousness of civil rights, the lack of public participation, the insufficiency of government risk early warning mechanism as well as compensation and communication mechanism while also the publicness deviation of the government site testing. Through the analysis of the Japanese Shinkansen and America Keystone XL two NIMBY incidents, we can find out the different modes of dealing with the NIMBY-style mass incidents, and put forward the disposal framework system featuring the NIMBY risk assessment and early warning mechanism, ease mechanism during the crisis management period, multiple negotiation mechanism of government insurance and democratic compensation, as well as the management mechanism of the policy properties and public sector ministry.
