Research On The Implementation Of Rural Collective Land Expropriation Policy

The rural collective land expropriation provides the land security for the economic development and the urbanization of our country.But at the same time,with the acceleration of urbanization and the expanding scope of rural collective land expropriation,land expropriation events caused by the expropriation of rural collective land expropriation policy occur frequently,which has became the major problems affecting social stability and development.The research on the implementation of rural collective land expropriation policy not only helps to improve the policy implementation of rural collective land expropriation and to maintain social stability and development,also can broaden the research perspective of rural collective land expropriation policy,bearing a certain theoretical significance.For the above considerations,this paper will study the implementation of rural collective land expropriation policy.In this paper,mainly,the Smith's policy implementation model is used to research the implementation of rural collective land expropriation policy.Firstly,an analysis of the status and result of rural collective land expropriation policy implementation was done,find out the exsiting specific problems in China's rural collective land expropriation policy by observing the focus of peasants' benefit.Then,this paper in the guide of the specific problems analyses the situation of rural collective land expropriation policy implementation,from our influencing factors: ideal policy,implementation organization,target groups,environmental factors in the to explore clearly the existing problems and reasons in the policy implementation.Finally give out the corresponding countermeasures.Through the research on the implementation of China's rural collective land expropriation policy,this article found that in the focus problem of famers' interests demands are is the low standard of compensation,the lack of follow-up support,occupation of land requisition compensation,forced sign and expropriation and cheat land,and no declaration of information,illegal formalities etc.in the policy implementation.What existed problem can be observed from the implementation of China's rural collective land expropriation are that the policy implementation is not reasonable,the administrative behavior of implementation organization is illegal,the social security given to the landless peasants is not perfect,the environment of policy implementation is unfavorable.The causes triggering the exsiting problem in the implementation of rural collective land expropriation policy are the lack of farmers involved in land expropriation policy-making mechanism,the concept of the official concept not in place,farmers' high dependence on land,peasants increasing awareness of rights,imperfect policy supervision mechanism.The way to improve the land expropriation policy is to establish a reasonable and perfect land expropriation policy,to regulate the behavior of implementation organization,to improve the policy recognition and peasants' will of land expropriation,and to optimize the policy implementation environment.
