Research On The Present Situation And Perfection Of Government Data Opening In China

As the level of government information continues to improve,government departments as the main data holders to fulfill its production,collection and preservation of large amounts of data responsibility.Government-owned data are closely related to the production and livelihood of the public.Therefore,the opening of government data for social use is an important prerequisite for the implementation of a large data strategy.In the era of large data,the government has openly owned the value-added use of data and created enormous public value to promote economic growth and social development to enhance the country's overall competitiveness.Since its inception in 2009,the US government portal data.gov,a government data movement in the rapidly emerging global context.China,the United Kingdom,the European Union and Australia and other countries have established an open government data sites,some of China's urban areas are also varying degrees of open government data platform,the government data to achieve a gradual open to the public situation.At present,the international study of "government data opening" has accumulated a lot of literature,one is from the perspective of information science,from the technical level of "government data open" research;the other is from the public management Perspective,focusing on policy,users of data usage and data management and other aspects of research.Based on the methods of document census and network research,this paper analyzes the current situation and the main problems of government data opening in China from the angle of public perception,from the angle of public management,and summarizes the current situation of foreign government data opening.At the same time,it puts forward some suggestions on how to improve the opening of our government data.This article is closely integrated with the actual,the overall framework is divided into.The introduction part elaborates the background and significance of the research,and summarizes the domestic and foreign research and the main contents of the research.The first part is related to the concept of definition and theoretical basis.The second part focuses on the investigation of the current situation of government data opening in China.The third part is the foreign government data opening experience.The fourth part is about the countermeasures to promote the opening of our government data.
