Research On Optimizing Strategy Of Local Government Data Open Platform Based On User Demand

In the era of big data,data is a key resource,the amount of data mastered has become an important symbol of national soft power and competitiveness.Whoever masters the data has the initiative.On his first day in office,Obama signed the Open and Transparent Governmant Memorandum in January 2009,taking the lead in implementing the government data opening strategy.Two years later,the United and seven other countries signed the Open Data Declaration,enabling the data opening movement to achieve cooperation among countries,and the wave of data opening swept the world.However,due to the late implementation of government data opening in China,there are still some problems such as the low degree of government data opening,poor data circulation and poor data development and utilization effect.In order to solve the above problems,the country has carried out active exploration at the level of policy and data opening practice.Under the guidance of a series of policy documents including the Platform for Action to Promote the Development of Big Data issude by the state council,up to the first half of 2018,46 government data open platforms at or above the municipal level have been built in China.As a tool to promote the effective development of government data opening practice,data opening platform provides a new way for the generation and increment of economic,political and social value.Under the guidance of the new public service theory,the construction of the government data open platform should be oriented to the needs of users and meet the diverse data needs of users as far as possible.Since the construction of China's government data open platform is still in the initial stage,it is of great signficance to fully understand the needs of users on the platform and carry out the platform optimization construction based on the needs.Therefore,this paper starts from the user demand of China's government data open platform.On the basis of the new public service theory and information service theory,this paper studies the main types of user demands of local government data open platform,and sorts them out to screen out the demands that have a great impact on platform construction.On this basis,the paper analyzes the satisfaction of local government data open platform analyzes the problems existing in the platform construction and their causes,and provides effective ways to optimize the platform.Aiming at the problems of platform construction,this paper puts forward the following suggestions.In terms of policy,the government will improve its policies and regulations on data opening by unifying data opening standards,formulating clear policies and defining data opening management subjects step by step.In terms of platform,the function of government data open platform is improved by constructing the construction process of government data open platform,constructing the functions of government data open platform in stages,and regularly evaluating the achievements of data open platform.In terms of data,the optimization of data resource system is realized by strengthening the preliminary analysis of data resource construction,the formulation of overall strategy of data construction at the macro level,and the planning of data resource construction at the micro level.Through the above analysis,we hope to provide strategies and ideas for the optimization and improvement of government data opening prcatice in China.
