Research On Safety Management Of Large-Scale Mass Activity

With the development of economic,social and cultural and life,in order to enrich people's spiritual life and to further enhance the international influence,we have organized more and more large-scale mass activities,such as international conferences,exhibition and trade fairs,large-scale domestic and international sporting events and arts performing.Therefore,the risk of large-scale emergencies also increased,and domestic and international anti-terrorism situations is increasingly severe,thus research on safety management of large-scale mass activities become an important issue.Since August 29 2007,the State Council promulgated the Act of “Regulations for the Safety Management of Large-scale Mass Activities”,which further improve the safety management system of laws and regulations.However,we combined the regulations with the current practice of police system,there are still some loopholes and lag in the legal institutions of safety management should be further improved.Firstly,through the causes and classification analysis of large-scale emergencies,we proposed five measures to deal with such incidents in the practice of police system.Next,we learned the experience of safety management in some developed countries,then from these areas of establish and improve the legal institutions,reasonable security command system,publicity and education system,administrative responsibility mechanism,and promoting market-oriented process of safety management,we raised the coping strategy of our national safety management system.
