In recent years,along with our country economy rapid development,booming at the same time bring large-scale activities,continue to deepen reform of the management system of large-scale activities,human resource management in large scale activities are facing a scientific,systematic challenges.But the foreign and domestic scholars research on large-scale activities of almost all the emphasis in the angle of large activities on safety management in large-scale activities,research on human resource management is almost very little research on the optimization of human resources,a small amount of only in the large-scale sports events and large-scale construction project.Whether foreign or domestic in the management of the research on the optimization of human resource project police large activity is very weak.This thesis is based on the 2014 Guangxi Police SWAT large contest project human resource management practice as the starting point,management mechanism and in accordance with China's anti violence basic truth of fear and China's large-scale activities,to learn,the Chinese Ministry of public security police counter terrorism bureau "citizen to prevent terrorist attacks Handbook",management science,project management science,the theory of human resource management,large-scale activities operation process as a guide,the use of literature analysis of research methods,interviews,survey method,case study method and empirical research method,experience summary method,and the 2014 Guangxi Police SWAT large contest project manager,the heads of the various departments,team members as the research object,and then according to the function and method of management perspective,aiming at the optimization of the 2014 Guangxi Police SWAT large contest project human resource in-depth study.Through the Guangxi region,the research of human resource management in public security police large contest project,the project found in human resources planning,team building,team building,team management four process,there are some activities in a large project human resource management in the more common is a common problem,especially if the team culture,team members communicate not weak Shun,conflict management,management skills,improper use of improper performance management mechanism is not perfect,assessment and incentive is not timely,not pay attention to the closure of the project work,puts forward the countermeasures and suggestions to solve them.And so the illustration of the general situation,presents the management function of human resources management of the special police large-scale activities,the initial construction of the management system of Guangxi human resources optimization of public security police large contest project.This paper provided reference in the theory and practice of human resource management throughout the public security department is implementing the Swat large contest and cross regional joint exercise project.
