Research On The Problems Of Administrative Efficiency In Military Office

At present,the study of administration in the world is relatively thorough,which has made administration a perfect discipline system.In the wake of reforming and opening,China's research on western administration has been strengthened year by year,and more scholars proposed an administrative theory which is suitable for our national conditions by combining the Western's with our social realities.Especially in recent years,improving the government administrative efficiency has become the fundamental direction of the adjustment of government functions in our country,and its relevant research also has been more comprehensive.As a special administrative organ,the efficiency of military management directly influences and determines the combat effectiveness of the army.Compared with government administration from a global perspective,the military management is more standardized,more stringent,more effective.Our troops since the founding have experienced a process in which the power is from small to large,from weak to strong,along with the management system is also from scratch,fragmented into systematic,and the army's management runs gradually toward normalization.However,people's life style and values have great changes with the deepening of reforming and opening,the army also appeared some new situations and new problems,such as overstaffed organs,miscellaneous and toilsome work,low administrative efficiency and so on.How to apply administration theory to analyze and study the army's administrative management and improve the efficiency is rarely involved both in the international or domestic,thus the relevant research and theories are also relatively deficient.Military administration,as part of national administration,is the embodiment of national will.Their fundamental principles and fundamental laws are consistent despite of its particularity.The research center founded by Henri Fayol had significant influence on France's military administration;he went to the Army University and Navy Manager School in person for lecturing management theories.Therefore,it is an effective path to improve the management level of the military by applying administration theory to analyze and study the army's administrative management,as well as by advanced administrative knowledge to guide the military construction.Based on the organ's administration of division-level and regiment-level units of the military,this paper is focusing on the administrative efficiency of military organs and has utilized the fundamental theory of administration to analyze and study comprehensively to find the various phenomena of low administrative efficiency,then dissect the reasons from multi-angle and multi-layer aspects of personnel,institutional design,and institutional execution and so on,finally proposes some suggestions and measures for improvement.This paper is aimed at improving the administration and increasing the administrative efficiency of military organs,and then enhances the combat effectiveness of the army.
