With the development of globalization,public security of hygiene is no longer a regional question,and the globalization in terms of infectious diseases has placed the contagion defense of internation at a critical situation.Also with the idea of global public health governance being developed,the World Health Organization(WHO)as well as the International Health Regulations(IHR)have played the crucial role at the mechanism of international health cooperation,comparing to the old version,IHR(2005),which had been amended many times,has made great progress,including enlarging the object range of disease monitoring and controlling;contracting party countries take the responsibilities of reporting the emergency to WHO which may cause public hygiene event.The emergency that reported by unofficial organization,WHO will receive it and deliver to corresponding contracting party country for verify.Secretary-general has the right to issue temporal advice for some emergency caused international concerned.Though the IHR improved,difficulties came with the practice.This article analyzes the outbreaks of infectious diseases in recent years,including MERS,ZIKA Virus and the Ebola Virus(EVD).After the analysis,I find the IHR(2005)and its mechanism of international health cooperation had not only progressive aspects but also limitations.Based on the previous chapters,my opinions about improving the mechanism of international health cooperation as follow: supplementing the stipulations of preventive measures;establishing a thorough information sharing system;to give full play to the role of the other international organizations;detailing the stipulations of international aid.
