| Crime is a social issue,offenders management is not only the duty of the prison,it should be the responsibility of the whole society,and should be solved in the field of public administration.At present,prison is the main department to supervise the offenders in China.Elderly,sick and disabled offenders are a growing group in prison.This group is different with the general in healthy,working ability and psychological factors.So the management methods for general are costly and ineffective for them.How to solve the problems about elderly,sick and disabled offenders has a very important significance for the prison management and to improve the efficiency of social management.The study about elderly,sick and disabled offenders management is both a study about concrete method in prison management and also a study about criminal policy and judicial system.Base on literature study,case analysis and interview method to “S” prison,the paper will put forwards some adequate suggestions to reform the elderly,sick and disabled offenders management combined with the theory of public management.Starting on a case research about the elderly,sick and disabled offenders management in “S” prison,the paper introduces the characteristics of this special group in prison,and the main management approaches in prison and its effect.The problems of “S” prison about elderly,sick and disabled offenders management are lack of management method,low social participation,offender classification is too simple,etc.The reasons to the problems are positioning of prison function is not clear,offender appraisal system become outmoded,strict to apply temporary execution outside prison,offenders management force building is limited to government functionary management system.Reference to the experience of Japan,United Kingdom and USA,the paper will give several suggestions to reforming:improve offender classification,using more non imprisonment penalty,social participation,etc. |
