From Foucault's Theory Of Discourse Power To Explore The Hegemony Of American Internet Discourse

Today is the Internet era,it has accelerated the speed of information flow,but also broadened the breadth of information,directly related to the direction of international public opinion,and affected a country's national security.Therefore,more and more countries in the world are paying attention to the network discourse right.In 1970,Foucault introduced the power of discourse analysis,and put forward the idea of "discourse is power",then the theory of discourse power was formally formed.In Foucault`s opinion,discourse is not a simple gathering of symbols,which contains the factors of discourse practice,and it has been under the control and restriction of power in the process of formation and development.Power controls discourse,and discourse is constantly producing and enhancing power.The struggle between discourse and power has led to the generation of discipline.As a form-knowledge and truth have been questioned,Foucault believes that there is no absolute truth,all truths are permeated with the authority figure.Since entering the network era,the discourse power has entered into the network space in the first time.This kind of power technology is more subtle and clever than violence.The United States stands out in the competition of the right of discourse in network with the other countries,thanks to the “power / knowledge” mutual joint action,the United States established the "truth" which meets the United States`s national interests,it is also inseparable from the issues of the network discourse hegemony of the United States to maintain setting mechanism,the rejection mechanism,supervision mechanism and punishment mechanism.Besides,it is also inseparable from the American`s think-tank,Internet companies and traditional media`s support and help which were called "micro power",they have become important forces in the United States to establish and maintain the network discourse hegemony.This paper argues that Foucault's discourse theory for the mechanism is negative extremely,he does not see the mechanism`s positive role for building a fair and equitable new cyberspace order,but it is no denying that it provides a new idea for the networkagainst the American hegemony of discourse : Removal the body of the network discourse,to get rid of the American network standard discourse,and pay attention to the expression of the other voices,and to promote the formation of anti-discourse in the international community;Removal the center of the network discourse,and promote the diversification of the network communication and the normalization of the network discourse resistance,and from the resistance to the American`s think-tank,Internet companies and traditional media;Finally,exert the positive resistance of special intellectuals,and pay attention to the think tank scholars and information technicians especially.
