With China's rapid economic development and the liquidity of population and vehicles further expansion,in most areas of China,security managements and police resources can not meet the requirements of dealing with all kinds of traffic management and various crime controls.Geting police force from the technology is The consensus of the public security departments.With real-time police force,This paper mainly studies how to build a GIS-based,automation,intelligent police command system,to achieve optimal police deployment.For GIS-based Intelligent police command systems,the base support network platform model is very important.According to the actual needs of the public security departments,the paper proposed creating a platform with the low coupling features.Logically,the platform is made up of numbers of Units.Unit is a logical concept which is higher-level than physical location.Units can incorporate users,services and resources in different places to a logical region.While dealing with business,the system only needs to consider the Unit of the business,with no need to consider where the business is issued,or which servers should be chosen.As a system of the public security departments,Security is particularly important.The system employs a new internal security mechanisms to resist external illegal invasion.The mechanism has characteristics of timing key changes,Hierarchical keys,encryption,and is able to adapt to one-way sharing of information within different levels of modules.In order to adapt the grid management needs of public security departments,this paper presents a Rectangular path segmentation algorithm.Rectangular path segmentation algorithm is to divided the map into several rectangles,and to store those rectangles and as well as their relations with each other in the database storage.This algorithm can help to enhance the practicability of path searching algorithm,and to ensure the search speed in different geographical environment.Using good design of the database structure,we can solve the problem of storage and access speed of this algorithm.In this paper,the system flexible uses of heuristic search algorithm for to resolve the problem of the police deployment.Heuristic algorithm not only used in path searching,but also in the analysis of mission costs,efficiency.A task which has a broader scope of Time or space is a drain of manpower and material resources.So in the condition of limited resources,the optimum implementation of this task is very valuable.And this algorithm can be used in other Human Resources Management systems easily.In the business logic design,this paper divided into normal work solution and un-normal work solution.Normal work solution is mainly used in the pre-deployment of police resources.It uses jobs,time and other elements to digitally show police deployment.Un-normal work solution faces the Real-time deployment of the police resources.It takes advantage of the current GPS?MPS and GIS technology,to solve the difficult problems of Real-time deployment of the police resources.At present,the police intelligent deployment systems are still In the development stage.The GIS-based intelligent police command system which is discussed in this paper,have broad application prospects,in traffic management,security and patrol,crime prevention,etc.
