The Study On Establishing Professional Guarantee Team

Professional guarantee team is established to reply to the national war or incident, in peacetime, grouping skilled people according to some requirements which aim to quickly, scientific and reasonable mobilize professional guarantee team, Involving various economy mobilization management departments, enterprises and institutions of personnel and supplies. Therefore, establishing professional guarantee team is complex system engineering.This paper studies the features and the developing trend of professional guarantee team, introduces the management workflow of professional guarantee team. The basic objective is fast and effective mobilization. How to reduce the cost and improve the mobilization effectiveness is the important problem.Based on the work of national economic mobilization, the professionals have multiple professional abilities and multiple professional titles; the ability level of different person is different, Founding mathematical model which aims to minimize the costs. Respectively by heuristic greedy algorithm and iterative optimization algorithm to solve the model, and expounds the defects of heuristic greedy algorithm, through the test, the results of two algorithm are compared and analyzed.Based on the model in the previous chapter, combining with the actual situation of application system, considering mobilization unit costs, and mobilize ability, founding mathematical models which consider the cost of mobilization unit, study the algorithm based on the genetic algorithm, including initial feasible solution, encoding rules, genetic operator, etc. Through solving the same example, we prove the feasibility and effectiveness of the algorithm.This paper introduces the design and implementation of national economic mobilization professional guarantee team management information system. We introduced professional guarantee team manual grouping and automatic grouping function.
