Research On The Rescue Resource Allocation Optimization Of Foreign-related Fishery Emergencies

China has long coastline,and the ocean has rich resources,offshore fishery and pelagic fishery are the mainly production and lifestyle of fishermen those who live in coastal fishing villages.Fishermen in the sea will encounter all sorts of emergencies.Which foreign-related fishery emergencies are not only caused huge losses,but also involves the interests and international image of the state.At the same time,such events are difficult to rescue,the paper discusses the resource allocation optimization countermeasures to improve the efficiency of government rescue and reduce losses by studying the rescue resource allocation of foreign-related fishery emergencies.The rescue resource allocation of foreign-related fishery emergencies are the material basis for the rescue of foreign-related emergencies,it is also the guarantee for the rescue operation.The paper combines the theory of government emergency management and the allocation of resources,based on resource of foreign-related fishery emergencies,analysis the government aid by using resource allocation theory,defines and classifies the rescue resource of foreign-related fishery emergencies in our country.Then point out that the resource allocation elements include human resources,material resources and information resources.It analyses China's response to foreign affairs of human resources,material resources and information resources of the different stages at present systematically.Because of the difficulty and particularity of the government,it plays an important role in the allocation of rescue resources.The allocation of rescue resources for foreign-related fishery emergencies includes the way of government-based resource allocation and the way in which government organizing and encouraging social forces to participate in.On "classification management,grading responsibility,territorial management" based emergency management system,in China's foreign-related fishery emergencies,there are some problems in government-based rescue resource allocation,such as lack of professional rescuers and professional managers,the rescue equipment can not arrive in time,the government warming information transfer is not timely.There are also some problems in the resource allocation way of government organizing andencouraging social forces to participate in,such as social rescuers is not professional,the rescue effectiveness of private rescue equipment are somewhat uncertain,and it is difficult for government rescuer to receive information for help in time.The reasons are the following facts: government management system and management mechanism are is inflexible,the spatial layout is not perfect and the total amount of resources is insufficient.According to these reasons,the optimization suggestion on the rescue resource allocation is brought forward in the paper,such as puts forward some suggestions to improve the efficiency of resource allocation,optimize the layout of resource allocation and increase the total investment and so on,providing reference to governmental scientific management and foreign-related emergencies.
