The economy and society of our country have seen tremendous changes since the policy of the reform and opening up to the outside world, and people come to realize the importance of consumer education. In our country, the protection of consumer interests is still far from ideal and we lack in the relevant education for consumers to safeguard their rights proactively. How to consider the important position and function of consumer education, how to make the full use of available social resources, to maximize the power of all aspects, and to take many forms to vigorously carry out consumer education are urgent problems to be solved. As Japan carried out the consumer education earlier in the world, and has made much prominent achievements, this paper analyzes the related issues of legal aspects about the consumer education and combines Japan's rich experience with China's actual situations so as to make suggestions on improving the relevant legal system of consumer education. Besides the introduction part, the paper is divided into four parts.The first part:the author redefines four concepts, that is, he consumer, the consumer education, the systematic promotion of the consumer education, and the consumer civil society in order to make difference with the traditional concept of the consumer education. Then, this paper discusses the necessity and significance of promoting consumer education systematically.The second part:mainly introduces the current situation and some existing problems of Chinese consumer education. Nowadays, the special consumer education school has already been built and various consumer education activities have been carried out. Also, the consumer's awareness and ability to safeguard their legal rights have been improved gradually. However, we still have some problems, which mainly exist in the following aspects: first, different divisions do not have clear responsibilities; second, the content of consumer education is not scientific enough; third, the consumer education is lack of the convergence with the relevant legal system; finally, the development of the consumer education is not balanced in different areas.The third part:The purpose of this part is to analyze the legislative background and legal system of the Law of Promoting Consumer Education promulgated and implemented in Japan, December 2012. First, clarification of the three parts in the legislative direction of the Law of Promoting Consumer Education. There are three directions:The promotion of consumer education in different areas, different stages and different populations; Clarification of the responsibilities and division of the main body of consumer education; Effective cooperation with other consumer life related education. Second, the content of consumer education in scientific planning. Specific objectives and content of consumer education in different education environments include school, society, and family; the training of staff to take responsibility for consumer education according to the needs of different places such as school and Consumer Association; to ensure the scientific nature of consumer education content by means of the production and updating of consumer education materials. Last, effective combination of consumer education and other relevant legal systems, to allow for customer feedback, ensures the clarity of related systems, and protect the legitimate rights of consumers.The fourth part:The purpose of this part is to study on the improvement of the legal system of consumer education in China. First, the urgent affair is to establish the overall design direction of the legal system of consumer education. Second, clarifies the responsibility of wide range of subjects include financial department, business department, and education department in consumer education, establish a unified coordination mechanism for each subject to play the expected role actively and effectively. Last, planning the content of consumer education scientifically by means of product consumer education materials and training staff.
