The Research On The Collective Action Of Migrant Workers In Factory

China has stepped into a key period of social transformation. The collective action of migrant workers(CAMW) is a difficult issue in the process of national governance under new situation. It is important to resolve the problems of migrant workers' collective action. Because this is benefit for protecting the lawful rights and interests of migrant workers as well as promoting the progress of national governance. Therefore, it is particularly important to strength the research on CAMW and to explore the logic how CAMW occur and develop. Nowadays, scholars have made a series of achievements in the research area of CAMW. However, few microscopic and qualitative studies are conducted for CAMW in factory.The present study investigated the event of CAMW from the factory S in Guangzhou. Based on the political opportunity structure theory(POST) and resource mobilization theory(RMT), the occurrence mechanism of CAMW was explored by the methods of literature analysis, in-depth interview and case study. This study focused on analyzing the political possibility, social possibility and how to realize the transformation from possibility to reality in the progress of CAMW. With the perspective of POST, the political possibility was provided by following objective political opportunity structure: the national ideology emphasis on migrant workers,medium open political system, the relative dissociation of administrative system and the situation that textual procedures could not protect the lawful rights and interests of migrant workers. With the perspective of RMT, the social possibility was provided by the internet, elite and social network of migrant workers. The Non-Governmental Organization(NGO) was the key point to promote the transformation from political and social possibility to reality. The utilization and integration of political opportunity and social resources by NGO finally facilitated the occurrence and development of CAMW in the factory S.The conclusions in the present study are that political opportunity structure and social resource separately provide the political and social possibility for CAMW.Moreover, CAMW occur and develop behind NGO, which promote the transformationfrom possibility to reality. Therefore, in order to resolve the problems of CAMW, the government should take measures to reduce the political and social possibility for CAMW. Meanwhile, the most crucial measures is to strengthen the guidance and cultivation for NGO.
