Study On The Carrier Of Discussing Public Matters For Cultivating Public Spirits In Rural Areas

Public spirits are ideas and behavior orientation on the basic moral and political values when people participate in social life,public affairs,comply with the common rules actively in order to achieve public interests on the basis of coordinating the relationship between individual interests and the public interests effectivly in modern society.As a modern civic virtue,it is the important ideological and moral foundation to achieve a harmonious society.In the process of rural modernization,the interests of farmers are increasing differentiation,profit-driven ideology is spreading.All of these lead to the abnormal phenomenon on the decline of public moral and the blur of public interests,and influence the realization of the modernization goals of building a new socialist countryside.On the problem of dealing with the relationship between individual interests and public interests,the value of cultivating public spirits in rural areas is highlighted.At present,the research on the public spirit of our country is in the initial stage,the cultivation of the public spirits in the rural areas is lack of effective carrier.Observing and studying the problem of the cultivation of public spirit in rural areas,and seeking the effective carrier of cultivating rural public spirit,are the urgent task of ideological and political work in rural areas.This article starts with the reality of rural changes,and bases on the theories of comprehensive development of human and modernization of human,we focus on the carrier of discussing public matters for cultivating public spirits with the support of ideological and political education as a guide.This article is intended to seek feasible,scientific and effective carrier of cultivating public spirit for resolving the "moral indifference" phenomenon and construct a new socialist countryside.The text is divided into four main parts:Part ?:To discuss the connotation of public sppirits on basis of analyzing and pointing out the shortage of domestic and foreign research.This paragraph clearly defines the connotation of rural public spirit and establishes four basic dimensions which are explained and demonstrated to observe the rural public spirit.Part ?:To analyze the present situation and the consequences of the lack of public spirit in the process of modernization.This paragraph researches the present situation mainly from the rural social contradictions resulting in the loss of farmers identity,the atrophy of common life resulting in the shortage of public participation in farmers' willingness,the obstruction of expressing public opinions resulting in the decline of moral force of public opinion,the infringement of public interests weakening farmers' sense of "Justice",and points out that the lack of rural public spirits dispels the social foundation for the survival of rural community and induces the serious consequences of rural public governance.Part ?:This paragraph analyzes and demonstrates the function of carrier on discussing public matters including the elements of deliberative democracy to cultivate rural public spirits from four study dimensions on the basis of introducing the background,types and characteristics of the practice modes of deliberative democracy,and points out that the rural deliberative democracy can be an effective carrier for the cultivation of rural public spirits.Part ?:In the current situation of rural society,this paragraph explores the principles and realization conditions to cultivate the rural public spirit by carriers on discussing public matters.We suggest that the cultivation of public spirit in rural areas not only adheres to the people-oriented principle and suits local conditions,but also create the conditions from constructing the public interests,improving villagers'autonomy,fostering civic culture,exerting the leading of the CCP,increasing the support of governments.
