Study On The Construction Of "ten Full Coverage" Under The Background Of Building A New Socialist Countryside

"Three rural issues" related to the vital interests of the majority of farmers and herdsmen,therefore,the CPC Central Committee has been highly concerned about it,andenhanced the level of strategic deployment.On the fifth Plenary Session of the 16 th CPC Central Committee,the party put forward the strategic decision of building a new socialist countryside,for the construction of new socialist countryside,to solve the "three rural issues",pointed out the direction of change in the economic structure of two yuan and urban and rural development.General secretary Xi Jinping has repeatedly stressed that,do not let the agricultural modernization and new rural construction lags behind,and promote the new rural construction efforts.The Inner Mongolia Autonomous Region is an important agricultural and animal husbandry areas in the country,the number of farmers and herdsmen is huge,but the living environment,infrastructure construction and public service system construction of agricultural and pastoral areas are lagging behind.By means of Aohan "ten full cover" engineering survey,we can get enlightenment,for the construction of socialist new countryside construction and "beautiful country" provides valuable experiences and lessons.In a complete coverage of the "ten" engineering really have a lot of problems,more problems are worth more attention,and these issues should be as a kind of experience and lessons,even more than the successful experiences have enlightenment function.This paper consists of five parts,with Inner Mongolia Aohan in Chifeng city as an example,by making the questionnaire and interviews to discuss and analysis.The first part is a summary of the relevant domestic and foreign rural construction theory and related literature research,which plays a guiding and supporting role.The second part mainly introduces anddiscusses the background of the new socialist countryside construction in the new century and the background of the Inner Mongolia Autonomous Region's "ten full coverage" project,and the scientific connotation and the relationship between the two.The third part is the analysis of an overview of the implementation conditions of Aohan Qi “ten full coverage” project and achievements.The fourth part summarizes the main problems existing in the project,and analyzes the causes of the problems.The fifth part,according to the existing problems in the project,get inspiration for the future construction of new socialist countryside rationalization proposals.
