The Problems And Countermeasures In The Implementation Of The "Ten Full-Coverage" Project In Countryside And Gacha Of Inner Mongolia

It's a central problem of poverty-relief to solve livelihood issues for farmers and herdsmen.It's not only a matter of people's well-being and happiness,but also a solid foundation for completing the building of a moderately prosperous society in all respects.The majority of people in Inner Mongolia Autonomous Region are farmers and herdsmen.so with the development of agriculture and animal husbandry,countryside and gacha will develop gradually and it will also bring social stability with people's happiness.That's the truth has been proved by practice.In order to solve the problems of farmers and herdsmen's basic livelihood in poverty-stricken areas,Inner Mongolia Autonomous Region government made a decision that is to implement the “Ten Full-Coverage” project which combined with poverty alleviation in backward countryside and gacha in the following three years since 2014,and to continue increasing spends on social programs to ensure equal access to basic public services,to make public health facilities and service system becoming more perfect.the project will bring a new look to the countryside and gacha.However,there are some issues cannot be avoided in the implementation of the “Ten FullCoverage” project even though it's beneficial to farmers and herdsmen.So this article will briefly introduce the background and contents of the project,and then I will summarize some issues in the implementation of the "Ten Full-Coverage" Project in Kalaqin Banner in Chifeng City and try to put forward some thoughts and countermeasures that deal with the situation.
