Since the 21 th century,With the promotion of "Internet plus action ",new media upgrade rapidly,the old and new media intertwined.In this multi-platform,the interactive relationship between the main communicator and the audience increase sharply.Internet users' degree of dependence on the network are increasingly,they are accustomed to using their fingers to browse information and confront the speech.Thus,a field of universal,fragmented public opinion game swept the cyberspace.At the same time,Due to the spread of online media information highlights grassroot,reflects the complex and unsettled the network public opinion is a reflection of the social public opinion,also has inextricably linked with the construction of local government network image.But why is it that the news on traditional media is full of justice while The people are boiling with resentment in the new media,which is the real public opinion exactly? How should the government listen to the real voice of the people? Whether could the government attach importance to the network public opinion,whether could them find the correct interpretation of public opinion on hot spots,response to the demands of the people timely,can become a big mark in constructing of contemporary local government network image effectively.This paper is based on the public opinion involving Jiangxi,through considerating trend scientificly from 2014 to 2015 two years in hot spots of Jiangxi public.In the view of the Internet users,taking the representative of public opinion involving Jiangxi content as the research characteristics,And build the data model of MMCI to explore the public minds through the content analysis,find out the positive role that public opinion play in the construction of local government,explore the realistic law of enhance the network image of the local government.
