Public institutions gave outstanding contributions to economy construction and public services in the society of our country. With the development of public institutions reform, how to control scale of the public institutions allocation effectively, including analyzing the factors which affect the scale of public institutions allocation, perfecting indicator system and establishing prediction model, is a problem that needs to be solved seriously.Based on the new public management theory and the new public service theory, the factors which affect the scale of public institutions allocation were analyzed and screened by using Delphi method, statistical method and Panel data. And then economic factors and population structure proved to be the most important factors which affect the scale of the public institutions allocation. On this basis, an evaluation indicator system of the scale of Jiangxi public institutions allocation was established. Followed by this valuation indicator system, a prediction model was established by way of Panel data. The scales of public institutions allocation of 11 cities in Jiangxi province were forecasted. And some points such as the positive or negative relationship and elastic that economic factors and population structure influenced the scale of public institutions allocation were discussed. Through the discussion, the basic needed of the scale of public institutions allocation were found relatively large, but the overall scale of Jiangxi public institutions allocation had beyond 25%, it showed that this scale needed to be reducing seriously. And the scales of 11 cities were uneven, some of them required decreasing the size, but others asked increasing the size. In addition, the space of increase and decrease was different. On this basis, reasonable analysis was put into cities according to their different conditions, and the corresponding countermeasures and recommendations came up.
