This paper studies the public participation behavior in microblogging during public emergencies, using a variety of methods, finding some characteristics of behavior, and making suggestions for the government to use microblogging more effectively according to the findings. There are three main study objectives: First, study the microblogging information content in multiple dimensions,to find preferences of public participation behavior in microblogging during public emergencies.Second, using human dynamics methods to study public participation behavior in microblogging during public emergencies,to find the probability distribution characteristics of public participation behavior in microblogging during public emergencies.Third, according to the findings of the characteristics of public participation behavior in microblogging during public emergencies, make suggestions for the government to use microblogging more effectively.According to the purpose of the study, this paper takes four events-Ya'an earthquake,Tianjin Tanggu big explosion, problem vaccine and terrorist incidents in Kunming railway station as smaple cases of public emergencies, and conducts the study of public participation in microblogging during public emergencies. The contents of this study include: Understanding four events, referring to the theories of public crisis phases and divide phases for the four cases.Utilizing information behavior theory and human dynamics theory to establish the study framework and to determine the specific study content.According to the study purpose and the specific study content, the data collection scheme of microblogging actual data is made and the data is collected, then several data sets of microblogging are obtained.Based on the study framework and the specific study contents, with the data of the data sets,a variety of qualitative and quantitative methods such as cross analysis, word frequency analysis, regression analysis are used to analyze the characteristics of public participation behavior in microblogging in every phase of every case, then summarize the characteristics of public participation in microblogging during public emergencies according to the findings. Finally, combined with the findings of the study, making suggestions for the government to use microblogging more effectively. The result of the study shows that: First, microblogging publishing behavior shows a certain preference characteristics in the source of credibility, microblogging content text, microblogging link use, microblogging topic use, microblogging expression symbols use.And the probability distribution of microblogging publishing time spans shows a non-uniform distribution characteristic, which approximates the power-law distribution, and the absolute value of the exponential exponent is the highest in phase three of cases.Second, the microblogging forwarding behavior shows a certain preference characteristics in the source of credibility, microblogging content text, microblogging link use, microblogging topic use, microblogging emoticons use, microblogging media content use.And the probability distribution of microblogging forwarding time spans shows a non-uniform distribution characteristic, which approximates the power-law distribution, and the absolute value of the exponential exponent is the lowest in phase one of cases.Third, microblogging commenting behavior shows a certain preference characteristics in the source of credibility, microblogging content text, microblogging link use, microblogging topic use, microblogging emoticons use, microblogging media content use.And the probability distribution of microblogging commenting time spans shows a non-uniform distribution characteristic, which approximates the power-law distribution, and the absolute value of the exponential exponent increases along with the development of phases.
