The Communist Party Of China Since The Reform And Opening Up The Evolution Of Rural Environmental Policy Studies

As an important national policy of our country,environmental protection policy is the key to coordinate economic and social development and environmental protection.With the development of rural economy and society in China,the problem of rural environment is becoming more and more serious.Therefore,it is very important to protect the rural environment and promote the sustainable development of agriculture and rural areas.Since the third Plenary Session of the 11 th CPC Central Committee,the rural environmental policy has played an important role in protecting the rural environment and promoting the sustainable development of agriculture and rural areas in China since the Communist Party of China in the year of 1978.At the same time,in the process of rural environmental policy into practice,it will gradually show some problems and deficiencies.Therefore,it is necessary to reform and opening up the rural environmental policy of the Communist Party of China,in order to better adjust and optimize the rural environmental policy of the party,so as to better protect the rural environment,and promote the sustainable development of agriculture and rural economy and society.This paper is composed of introduction and five parts,systematically analyzes and discusses the Communist Party of China's rural environmental policy since the reform and opening up.The introduction explains the background significance of the research,summarizes the relevant literature,and expounds the research ideas,methods and innovation points.The first part analyzes the basic connotation,elements and main characteristics of rural environmental policy.The rural environmental policy is the basic guidelines and measures of the Communist Party of China and the government in order to achieve the goal of economic and social development in a certain period.If we regard rural environmental policy as a system,it is composed of policy subject,policy object and policy environment.If the rural environmental policy is regarded as a dynamic system,it is composed of policy formulation,implementation,implementation,evaluation and so on.The policy environment in rural areas has its own characteristics as a general policy,but also has a special relationship with the rural environment.The second part outlines the initial adjustment of the Communist Party of China's rural environmental policy from 1978 to 1989 after the reform and opening up.It mainly analyzes the background,content,characteristics,problems and causes of the party's rural environmental policy in this period.The third part analyzes the further adjustment of the party's rural environmental policy from 1989 to 2005.It mainly analyzes the background,content,characteristics,problems and causes of the party's rural environmental policy in this period.The fourth part describes the depth adjustment of the party's rural environmental policy from 2005 to 2016.It mainly analyzes the background,content,characteristics,problems and causes of the party's rural environmental policy in this period.The evolution of rural environmental policy since the fifth part of the Communist Party of China reform carried out a rational analysis,mainly analyzes the rural environmental policy achievement,the rural environmental policy in the evolution of shortage,improve the rural environmental policy of the main ideas.
