Historical Survey Of The Rural Policy The Communist Party Of China Since The Reform And Opening Up

Three decades of reform and opening-up, our country agriculture and rural areas hasundergone enormous changes, from breaking the original people’s commune system toestablishing the rural land policy, which based on the Household Contract ResponsibilitySystem. From then, this system was carried out as a long-term policy for a long time. TheHousehold Contract Responsibility System not only inspired the farmers’ productionenthusiasm and motivation, but also to promote the rural economic development in ourcountry. The most significant impact was driving the economic development of ourwhole nation. Rural land policy occupies the important status in rural economic andsocial development. In order to reveals the essence about the land policy, we willinvestigate the historical process of its evolution and summarize the experience toprovide ideas which makes the policy more perfect.This article is from the dimension of history and under a historical background whichis called the reform and opening up. The paper is aim at examining the evolution aboutthe rural land policy during the reform and opening up in30years. The paper dividedfour parts: the first part states the rural land policy evolution after the reform and openingup; the second part analyzes the cause of the rural land policy; the third part explainthe characteristics of the rural land policy; the forth part summarize the historicalexperience of land policy evolution, and discuss its revelations for the future agriculturaldevelopment.
