In the welfare state,under the payment of the state,the state of human tension and financial constraints,while at the same time,the people stranded a lot of manpower and financial resources.In such a situation,the government for the better management of society,a new social management model(police cooperation)became a possibility.Through the analysis of the theory of cooperation between the police and the people,based on the administrative law perspective,from the theoretical argument,the practice of operation and system construction of three aspects,for our country,the citizens to participate in the implementation of police activities of police and police cooperation in-depth and comprehensive analysis,spread the future of administrative reform of public order in China.Due to the lack of research on the theory of cooperation between the police and the people,with the deepening of the cooperation between the citizens and the police in the implementation of the police activities,while promoting the economic development,it has also led to a series of arguments in practice.Where is citizen's participation in the implementation of the police task of the legal foundation;Whether all the police tasks can be be handed over to the citizens to participate in these tasks and after the implementation of the executive authorities to do what the next by the citizens to the implementation of the public security organs;if not all the police task to the citizens,the citizens are involved in the implementation of police activities and are the insiders or administrative organs of the outsiders;the different answers to this question will affect the state compensation law.In view of the above problems,under the combination of theory and practice,it focuses on the analysis of citizens' participation in the implementation of police activities and their thinking and their rights and interests.Under the guidance of the concept of a democratic country,the administrative body is required to exercise its executive power in accordance with the principles of democracy and legitimacy,and implement the supervision mechanism.Under the guidance of the idea of the rule of law,requires the executive body to transfer the administrative power of the state to the citizens in accordance with the spirit of the rule of law and legal procedures.In accordance with the concept of democratic rule of law,the citizens who are required to participate in the administrative law enforcement must violate the legal rights of the administrative counterparts,the state administrative organs must carry out proper and timely compensation and provide effective relief channels.The administrative subject must clear their own authority and responsibility,but also to participate in law enforcement activities of citizens to an effective monitoring mechanism.In the context of the "cooperativeism" administrative concept,in order to reflect the mutual understanding and dependence between citizens and the government and make our country's police and civilians to further develop,citizens and administrative agencies together should shoulder the responsibility of the rule of law tasks and maintain the stability of social order.
