With the rapid development of China's economy and society,the process of urbanization is accelerating,the number of floating population is increasing,and the problem of social security is becoming increasingly prominent.Faced with the severe social security situation,the limited police resources appear to be stretched.In order to alleviate the predicament of insufficient police force,various kinds of auxiliary police have sprung up in our country.In the maintenance of public security,the auxiliary police played an irreplaceable role,which was recognized by the broad masses of the people.However,due to the uneven quality of auxiliary police personnel,more and more negative news has been reported in recent years,seriously affecting the positive image of the auxiliary police team among the people.At the same time,compared with the formal police,the salary of the auxiliary police is low,the promotion space is small,and the treatment is unsatisfactory.Modern Auxiliary Police originated in England.Britain's mature management of auxiliary police force has been imitated by developed capitalist countries such as the United States and France,and has achieved great success,which has been recognized by all walks of life.With the progress of the times and the development of society,the insufficient funds and the scarcity of police force are plaguing the internal affairs departments all over the world.In order to change this situation,many countries in the world have carried out police reform.In the process of reform,Auxiliary Police gradually come into people's vision and play an increasingly important role in people's production and life.The introduction of modern auxiliary police force in China is relatively late.The lack of theoretical research and relevant legislation on the management of auxiliary police force and the unscientific development of the management methods of auxiliary police force have resulted in a series of social problems.By using the methods of literature research,comparative analysis and empirical analysis,this paper explores the mature management model and valuable experience of auxiliary police force in China and abroad,and points out the disadvantages of the current management of auxiliary police force in R city: 1.the recruitment process is not standardized;2.the organizational framework is not complete;3.the security relief system is not perfect;4.the power of law enforcement is not clear;and 5.the supervision mechanism is not in place.Based on the theory of public governance and through deep analysis of the causes of these problems,this paper points out the necessity of developing modern auxiliary police management,puts forward specific ideas of legalization and standardization of auxiliary police management,and explores the establishment of a new era with Chinese characteristics by drawing lessons fromthe mature auxiliary police management methods of developed capitalist countries in Europe and the United States and combining the current situation of China.The management scheme of socialist modern auxiliary police force provides reference for the development of our country's auxiliary police force management.
