Research On Legal Regulation Of Shale Gas Development Andutilization

Shale gas is occurred in dark organic rich and extremely low permeability of shale,siltstone and sandstone layer system,self storage,continuous accumulation of unconventional natural gas reservoir.China's shale gas reserves are rich,the development and utilization of shale gas is gradually being valued.Shale gas can not only reduce the import demand for energy,improve energy security,but also to a large extent reduce greenhouse gas emissions.At the same time,shale gas development and utilization will cause a series of environmental problems such as water pollution,noise pollution and so on.In this paper,the United States on the basis of large-scale exploitation of shale gas on the basis of the relevant legislative experience,summed up the inspiration for China's shale gas extraction,and try to build shale gas related legal system.This thesis is divided into three chapters.The first chapter of the current environmental protection law of our country,the law of mineral resources and other environmental comprehensive law involving shale gas legislation is reviewed,and the existing legal system of natural gas in China has been reviewed.The second part first discusses why we should choose the United States as the object of the study of shale gas legislation.Secondly,the paper analyzes the adverse effects of shale gas development in the United States and the United States and the United States and other countries on the legal regulation of shale gas.The third chapter from the system of ownership,usufructuary right,environmental risk legislation discussed the Enlightenment of American shale gas development and utilization of the legal regulation of our country.
