Study On State Administration Of Work Safety's Functions Of Safety Regulation Based On FRAM

From the new China was founded,the successive governments have attached great importance to the work of occupational safety regulation.The improvement of safety form depends heavily on the government's safety regulation.However in recent years,a number of the especially serious safety accidents occurred in our country have shocked the whole country.Such as "8.12" explosion in Tianjin port and the "12.20" landslide accident in Shenzhen.Behind these accidents,reflecting the lack of safety regulatory functions of the government.Meanwhile,China has a huge government institutions.The functional allocation between every departments is unclear,incomplete or even unreasonable.From another aspect,with the growing number of SMEs and the increasing complexity of the industry,it making the government's safety regulatory pressure has become increasingly large.Inevitably,there will be accidents.So,it will be much important to have a research on government's safety regulation functions.Therefore,it is very important for us to study the safety regulation function of our government.This article will implement the main body of the government safety regulation organs of “State Administration of Work Safety” as the research object.With the object I analyzed refining its specific functions by laws,shows as: legislation,policy decision,accident investigation,enforcement,safety guidance,the safety administrative admittance,the governance of potential hazards,organize safety inspection,contingency plan,statistics,vocational qualification,regulatory intermediary,science and research,occupational disease regulation,safety education.Then refer to the HSE's duties,integrate and classify the duties of the State Administration of Work Safety.After that,we have 8 duties of it: policy decision;legislation;accident investigation;enforcement;contingency plan;administrative supervision;science and research;statistics.Subsequently,by the use of Functional Resonance Analysis Method(FRAM)to analyze the functions of the 8 duties about intension,importance,and error zone.We elicit that the “enforcement” and “administrative supervision” are more essayer to be error,the “policy decision” and “statistics” were the most important.Finally based on the results of the analysis,puts forward suggestions for the State Administration of Work Safety,then to provide the reference of to improve the regulation and administration of work safety of our government and deepen the functional transformation.
