Research On The Governmental Function In The Industry-University-Research Cooperation Mode Of Chongqing Liangjiang New District

Under the background of vigorously promoting innovation-driven development strategy in our country,the cooperation mode of production,university and research has become an inevitable development path in our country.At present,the development level of China's industry-university-research cooperation model still needs to be greatly improved.At the same time,due to the deviation of the local government's self-positioning in the industry-university-research cooperation,there will be offside,vacancy or unclear power and responsibility in the process of the local government's functions.In addition,the academic circles also seldom put the research perspective on which functions the local government should play,how to play these functions,and how to transform and optimize its own functions in the industry-university-research cooperation.Therefore,how to position the local government's own functions,how to give full play to relevant functions and how to optimize functions are important issues to be solved in this paper.Taking the development of industry-university-research cooperation model as a starting point,from the perspective of public management,this paper sorts out,sums up and summarizes the relevant theories of industry-university-research cooperation model and the functions of local government,probes into the function orientation and specific requirements of local government in industry-university-research cooperation,analyzes the actual case of Liangjiang New District in Chongqing City,and takes the function orientation of local government in industry-university-research cooperation as an evaluation dimension,summarizes the existing problems of the functions of local government in industry-university-research cooperation in Liangjiang New District in Chongqing City,and puts forward corresponding countermeasures and suggestions.Through the research of this paper,we find that under the function of the other government in Chongqing,the attention and support of all social parties to the industry-university-research cooperation in Liangjiang New District have increased year by year,which has promoted the high-tech market in the region to become increasingly active and the industry-university-research cooperation base in the region to become increasingly perfect.At the same time,taking the specific functions of the local government in theindustry-university-research cooperation as the evaluation dimension,we find that there are still some problems in the government functions in the industry-university-research cooperation in Liangjiang New District of Chongqing,such as imperfect relevant laws and policies,insufficient government financial investment,weak research and development foundation,low level of transformation of scientific and technological achievements,lagging construction of supporting intermediary service system,etc.In view of the above problems,starting from the functional scope of the local government,this paper proposes that the local government needs to further play its guiding function,perfect the relevant legal and policy guarantee system,and perfect the financing system of production,study and research.Local governments need to further develop their service functions,improve the intermediary service system of production,study and research,and promote the construction of a favorable environment for production,study and research cooperation in the region.Local governments need to further play their guarantee functions,improve the local personnel training system,and speed up the construction of the innovation platform for industry-university-research cooperation and other related countermeasures and suggestions.In order to promote the optimization and transformation of the functions of the local government in the industry-university-research cooperation,and promote the healthy and orderly operation of the industry-university-research cooperation in the region.
