The auxiliary police force in this paper,refers to the series force outside of the public security police force,directly assist the police force in the series to perform various functions,its main function is to make up for the shortage of police force in the series,auxiliary,assist,such as traffic assistant police,Public security assistant police etc..That is,to directly assist the police to carry out administrative and law enforcement duties,divided into two types of civil servants and service assistants.For many years,the practice has proved that the establishment of auxiliary police force plays an important role in alleviating the shortage of formal police force,saving the cost of police affairs,the close relationship between the police and the people and Increasing employment ratio etc..However,we should also see that although some of China's advanced city in the construction of Auxiliary Police Force issued some local regulations and forms and experience for reference,but because of the national has not issued specific law or regulations;most places do not pay enough attention to the auxiliary police force in the ideological concept;the relevant rules and regulations are not perfect;management oversight and logistical support is not in place etc..caused by the auxiliary police force operating mechanism is not perfect;auxiliary police officers job responsibilities are not clear;recruitment training standards and the reality of the situation is not suitable;lack of effective supervision and management;auxiliary police personnel salary is generally low,lack of relevant promotion mechanism and other issues,seriously affected the auxiliary police team's healthy growth in the new period and buried hidden dangers to the standardized construction of auxiliary police force.This paper takes the urban district of Sanmenxia in Henan as an example,systematically analysis and elaborate the present situation,advantages and disadvantages of the construction of auxiliary police force in Sanmenxia,and put forward the countermeasures to promote the standardization construction of auxiliary police force: learn the construction of auxiliary police force from Extraterritorial area;establish the system of auxiliary police force from the level of national legislation;establish and perfect our auxiliary police force operating mechanism and responsibilities;standardize the construction of auxiliary police admission mechanism and operation training mechanism;promote the construction of the supervision system of the auxiliary police force;improve the welfare of the auxiliary police force and promote rewards and punishment mechanism.
