Petition letter,a system with chinese characteristics,is an important way for people to exercise democratic rights and safeguard their legitimate rights and interests by presenting proposals,opinions or demands.At the present stage,with the door to administrative litigation as well as administrative reconsideration is open to all,people still adopt this way,from which we know that the existence of the petitioning system has a clear historical and socio-cultural root,and it clearly plays a unique important role in conciliating social disputes or conflicts.Meanwhile,petitioning system aolso causes intense reaction from all walks of life because of its faultiness and some other objective factors,among them are the problems of the annual performance evaluation for individuals and the local government.To emphasis the responsibility of the local government,the state has established the pressurized system in petitioning system since the year 2005,but even now some local governments still adopt the results-oriented system,thus,to some extent,making the system dissimilation in grassroots petition stability work,decreasing the efficiency,damage of the image of judicial justice and affecting the harmonious development.Therefore,it's of great necessity for the local government to optimize and consummate the petitioning system.To do this,the emergent work is to improve the whole structures and to perfect the core index of this system.Based on the existing research results,this paper is attempting to make a future study on the local government's petitioning system with multiple perspectives by sample analysis,documental analysis,comparision analysis and logic analysis.Starting with all the problems,the purpose of which is to make the system return to the original function.Apart from the introduction,this paper contains five parts.The first part is to make an analysis on the origin of the assessment and the present situations of petitioning work,the second part is to explore the existing problems,the third part is to elaborate the negative effects of the unscientific petition assessment,the fourth part is to analyse the causes of the problem,the fifth part is to clarify the principles that should be followed in setting up the evaluation system,the last part is to propose some concrete and feasible measures on how to perfect the petitioning evaluation system.
