In the late1970s, it has been realized that embarking on the reform of administrative management has become a common trend in the western countries. This reform has been regarded as government reinventing, which was also known as new public management movement. A large number of puzzling and thorny problems has been solved by taking advantage of professional management, performance management, strategic management, output control, competition mechanisms and supremacy of customers. In this situation, as one of the most important aspects, performance management has been paid increasingly attention to. As an essential part of government, civil servants are the executors of government behaviors. Their performance would directly affect the level of government performance. Therefore, how to enhance civil servant performance appraisal has caused extensive concern in the theoretical circles.In our country, the government has also put more emphasis on civil servant performance appraisal and introduced a series of relevant measures. In the meantime, according to supplementing and revising the fundamental policy, local government has achieved fruitful outcomes. However, judging from practice in the past years, the performance appraisal of local government civil servants still exist a large number of serious problems. Especially, providing important basis to assess, performance appraisal indexes are lack of pertinence, practicality and effectiveness, which has a strong impact on the civil servant performance appraisal and as a result that restrict the promotion of local government overall performance.Taking XX finance bureau as an example, this essay investigated and researched the current situation of the civil servant performance appraisal, analyzed the existing problems and put forward the solution countermeasures. According to this case study, the essay ultimately proposed ideas of improving local government performance appraisal index system.
