The Research On The Causes And Countermeasures Of Repeated Petition

In 2005,the State Council issues a new Regulations on Complaint Reporting,leading to the speed of the total amount of national petition letters rises slow in a period of time but still remains high running state,in which repeatedly visits occupies a large proportion.We know that repeatedly visits brings a lot of adverse effects,including: disrupting the normal work order of the Party and government offices and the normal order of handling the complaint reporting,increasing the operation cost of the government and affecting social harmony and stability,etc.Studying the causes and countermeasures of repeatedly visits becomes more and more urgent.In addition,the Eighteenth National Congress and the Third and the Forth Plenary Session of the 18 th Central Committee of the CPC put forward to reform the Letters and Visits,making it better serve as the "container of collecting public feelings" and “straight channel of resolving people's concerns”,and playing a good role of communicating the masses as a bridge.Based on literature research,data analysis,case analysis as research methods,this paper take the representative county L in Sichuan province as the research object to deeply analyze the repeatedly visits.First of all,analyzing the recent 5 years of county L's repeatedly visits data and cases can find that county L has presented five outstanding characteristics: one is the high running state of visits to the capital city;second is the petition letters concerned law or suit taking a large proportion;third is the time of repeatedly visits is sensitive;four is unreasonable and illegal repeatedly visits is prominent;five is the high demands of petitioners and difficult to resolve them for the government.Also the management measures of county L's repeatedly visits and common problems existing in the governance process are introduced in details.Besides,based on the data statistics and typical cases of L county,this paper analyze the causes of county L's repeatedly visits in depth from three factors,like the institutional factors,the basic unit government and the petitioner aspects.Finally,for the causes of repeatedly visits,this paper puts forward three feasible countermeasures,one is to establish and perfect the complaint reporting system to promote the Letters and Visits running scientifically and healthily;Second is to vigorously handle the Letters and Visits in accordance with the law under the background of the rule of law;Three is to innovate disposal ways of the petition problems,such as resolutions of new thinking and new methods to solve the contradictory in complaint reporting.Through the above study,this paper hopes to promote the reasonable and lawful demands to be solved in time,and to effectively reduce administrative costs of the government,but also to provide some theoretical basis for the practical work of Letters and Visits.
