The Strategies Of Government Response To The Illegal Construction

Chinese City Blue Book (2012) pointed out that in 2011 the urban population reached 691 million, China's urbanization rate reached 51.27%, urban resident population more than the rural resident population. This is a historic change in China's social structure,which indicates that China has ended the era of rural society, and began to enter a new era of urban society.Lands are the most important resources of city development,the city planning is guiding the path of the development, the Illegal Construction waste land resources,causing serious damage to the city planning and the development of city economy and society.This paper uses the empirical analysis method, studied the reference to a large number of field data, case data and work information on illegal construction problems of government strategies The study found that the main reason for the proliferation of illegal buildings is lack of illegal construction and the legislation is not clear,the relevant government policy planning and construction lag and on illegal construction problems of lack of predictabilityDefine the Illegal Construction based on the domestic and foreign legal documents,and analysis solution of Illegal Construction in the view of government public policy.Analysis a typical case from Sanya city government in the perspective of local government and give suggestions to the public policy of the government.The innovation of this paper is: 1.there is a lack of the domestic research illegal construction in Sanya city,the policy of Sanya city against illegal construction is a good case for domestic public policy studing. 2.domestic research on illegal construction is mostly concentrated in the legal field,in the field of public policy research is less,this paper can give some guidance to the development of public policy. 3 the domestic and foreign legal policy analysis and reference,could give the "ShuangxiuShuangcheng" work some help and improve the government urban management.
