Research On The Current Situation,causes As Well As Solutions Of Illegal Constructions In Planning Area Of Zhangqiu City

Since the reform and opening up,China's city urbanization is accelerating,especially after the introduction of the 2008 "People's Republic of China urban and rural planning law",to further improve the level of our urban and rural planning,urban and rural development has made achievements obvious to people.At the same time,we should also see that there are a lot of illegal construction of urban and rural planning and construction,land resources,planning and implementation effect,triggered a series of social problems,this phenomenon in the city planning area is more typical of Illegal construction causes complex,difficult to manage,more negative news,has attracted the attention of governments at all levels and the public.Under this background,this paper studies incentive frontline law enforcement illegal construction based on,reveal the harm of illegal construction,illegal construction management difficulties in the process,the use of public governance theory,the principle of proportionality to explore effective measures for illegal construction management.This paper consists of six parts:the first chapter is the introduction,including the background,purpose,significance,domestic and foreign research progress,research methods.The second chapter introduces the concept,type and other related basic theory of illegal construction.The third chapter describes the status of Zhangqiu planning area of illegal construction,analysis of the main causes of illegal construction,summed up the work of illegal construction in Zhangqiu city and its effect.The fourth chapter through the two aspects of land law enforcement and law enforcement planning,analyzes the restricting factors of Zhangqiu illegal construction governance work,including legal factors,system factors,mechanism factors,social factors etc..The fifth chapter in view of the existing problems,put forward the feasible countermeasures of Zhangqiu illegal construction of governance,including formulating and revising the current laws and regulations according to the law,perfect the system of comprehensive law enforcement law enforcement pattern,strengthen security efforts to improve law enforcement effect,strengthen the supervision and examination of the establishment of long-term mechanism etc..The sixth chapter is the conclusion and deficiency of this paper.
