The House Un-American Activities Committee is a survey body of the House of Representatives of the United States.Which had appeared before the First World War,but with the start of the Cold War between the United States and the Soviet Union,the Committee's functions have also undergone tremendous changes.It experienced a period of unusually active changes in American social history.The paper intends to sort out the organizational structure,main activities,its achievements and drawbacks of the House Un-American Activities Committee.It takes the investigation of the "Alger Hiss Case" as an example to explore and analyze the role of the Committee in the American national security in the early Cold War,and to understand the work of It's activities to maintain the American national security and against the Soviet invasion,the analysis of its means of investigation to the American domestic justice and destruction of democracy,to rethink its role in history.It provides a new perspective for us to study the Cold War and the changes in American society.In addition to the introduction and conclusion,the main body of this article consists of four parts:The first part analyzes and expounds the background of the establishment of the House Un-American Activities Committee before the Cold War from the perspective of the anti-communist tradition of America,the development of communism and its political struggle between the two parties,and summarizes the evolution and Major activities of the House Un-American Activities Committee in the early developments.The second part analyzes the composition and operation of the members of the House Un-American Activities Committee and the rules of the investigation procedure after becoming a permanent body of the Congress,meanwhile,combs the main legislation,legislative subjects,administrative policies and judicial order under the influence of the Committee,and summarizes the main investigative activities and response of the House Un-American Activities Committee in the early Cold War.The third part takes the famous spy case "Arger Hiss case" as an example to summarize investigation process of the case and analyze the influence of this case for the Committee,American national security concept and the modern political struggle forces.The fourth part assesses the role of the House Un-American Activities Committee in American National Security in the Early Cold.On the one hand,in a degree the Committee had a special role in maintaining the American national security in the special period,on the other hand,the essay points out that the activities of the House Un-American Activities Committee on the destruction of social democracy and the rule of law,which objectively brings internal "insecurity" to the American national security,and thus analyzes and thinks about the relationship and balance between national security and domestic democracy.
