Study On The Provincial People's Congress Supervision Government Budget Adjustment

The examination and approval of the government budget and final accounts of the People's Congress is an important duty of the Constitution and the law.After years of exploration,China has initially established a legal system for the supervision of government finances by the People's Congress.With the development of information technology,some local People's Congress and the financial sector have been networked to achieve information sharing.Government budget report submitted to the People's Congress increasingly refined and easy to understand.The People's Congress has closely cooperated with audit authorities,and the audit authorities identify problems and then report to the People's Congress.The introduction of the inquiry system in the first part of the budget,supervision has become more accurate.Protect the people's budget right to know,give full play to the role of deputies;etc..However,on the whole,there are still many problems in the supervision of the government budget at all levels.A prominent phenomenon is that some local governments in the implementation of the budget is too arbitrary.Local governments often report after spending,the budget adjustment plan has been completed to submit the approval of the local people's congress Standing committee.In addition,there are still a lot of local government debt and the excess overruns phenomenon.Budget adjustment is normal.However,arbitrary,frequent,large budget adjustment need to pay attention to and solve.Once approved by the People's Congress,the budget shall be legally effective and must be strictly enforced.The government is the implementation of the budget,the NPC is the supervisor.People's Congress strengthen the supervision of the budget to maintain the seriousness of the budget.In view of this,this paper takes the provincial people's Congress supervision of the government at the same level as the research object.This paper tries to give an alternative answer to the public budget reform in China from the perspective of political science.The article tries to answer the question: why is it difficult for the provincial people's Congress to supervise the budget adjustment of the government at the same level? Answering to this question,the author hopes to provide a "window of opportunity" to understand the "real" China's budget supervision,so as to study the broader proposition that Chinese national governance systems and governance capacity modernization.Based on the research questions,this paper starts with the logic frame of the realistic description,the reason explanation and the countermeasure suggestion.The first part is the realistic description of two plates,describing not only "text" in the sense of the government budget process and budget supervision process,and the real world in the process of government budget and budget supervision process.The first chapter reviews the data of 31 provincial governments in the budget,budget adjustment and final accounts in the ten years from 2005 to 2014.The second chapter sums up and summarizes the role and reality of the provincial people's Congress supervision of government budget adjustment.The third chapter is to explain the plate.This part analyzes the deep reasons why the provincial people's Congress is difficult to supervise the government budget at the same level.There are the reasons: the process of budget is separated from the policy process,the power allocation of budget adjustment decision is the administrative guidance,the budget adjustment mechanism is not clear enough,NPC Budget Supervision is fragmented,and supervision ability to perform their duties is insufficient.The fourth chapter puts forward some suggestions to improve the provincial people's Congress to supervise the government budget adjustment at the same level.First,enhance the ability of Provincial People's Congress budget supervision.Second,innovative budget adjustment means.Third,the NPC supervise the whole process of the budget.Fourth,improve the power structure of budget adjustment.Finally,promote the budget performance management.In a word,standardize supervision and management budget adjustment,need to continue to explore and improve.It is found that the budget supervision of the people's Congress relates to the budget power structure,the public affairs in the administration,and the social and economic problems.Strengthen the NPC Budget Supervision is not an overnight thing,need to control the intensity of the reform,the magnitude and rhythm.Future reform should continue to adhere to the principle of gradual and robust,with a focus on the relatively easy technical reform.Improve the overall budget,transparency,standardization,enhance the supervision of the NPC.
