Research On Problems And Countermeasures Of Budget Network Supervision Of Changzhou Municipal People's Congress

The budget law of the People's Republic of China gives the people's Congress and its Standing Committee the legal authority to supervise the government's financial revenue and expenditure.With the continuous development of the economy and society,the traditional supervision mode has lagged behind.The problems of information asymmetry,information lag,low efficiency of information analysis can not be solved,budget supervision is low,the process of supervision is only in form,and the effectiveness of supervision is poor.Therefore,in 2017,the Standing Committee of the National People's Congress formulated the guiding opinions on promoting the online budget supervision of local people's congresses,which put forward clear reform requirements on how to effectively promote the online budget supervision of people's congresses at all levels.Changzhou people's Congress introduced the Internet into the traditional people's Congress budget supervision after the implementation of the budget online supervision,and established the budget online supervision system,which strengthened the effectiveness of budget supervision to a certain extent.However,at the same time,the problems of weak supervision subject,low utilization rate of supervision system function,government administrative efficiency,financial management level,budget openness and public participation have not been substantially improved,and the expected effect of implementing budget online supervision has not been achieved.The main reasons for the problems are the restriction of the professional level of the supervision subject,the functional defects of the online supervision system itself,the blank of laws and regulations and mechanism system,and the weakness of the budget openness and public participation.It is suggested that we should improve the ideological awareness and professional quality of the supervision subject,improve the function and content of the online supervision of the budget,improve the legal guarantee and various mechanisms,and improve the budget fairness We will improve the level of development and public participation.
